Department of Defense Appropriations Act, 2010

Sen. Al Franken’s (D-MN) amendment to the DoDAA prohibits defense contractors from restricting their employees’ abilities to take workplace discrimination, battery, and sexual assault cases to court. The measure was inspired by Jamie Leigh Jones, who was gang-raped by her co-workers while working for Halliburton/KBR in Baghdad.

The punchline is that those 30 senators who voted against the ammendment don't seem to understand why everyone is mad at them for it.
